Mantell's Work Building Strong Bridges

Health, Social Care and Well-being

The Welsh Assembly Government recognises that the voluntary sector is a key partner in delivering its health & well being agenda and that is the basis for The Building Strong Bridges initiative established in 2003.


Under this initiative a Health & Social Care Facilitator was appointed in every county in Wales based at the Local County Voluntary Councils

Aim of Health & Social Care Facilitator’s Post:

  • To strengthen the role and contribution of the voluntary sector working in partnership to support the HSC&WB agenda through planning, development, commissioning, delivery and evaluation on a local and regional basis.

The Facilitator’s work includes the following:

  • Commissioning - Support the voluntary sector to take a more effective role in commissioning with the aim of increasing the number of H&SC services provided by the voluntary sector being commissioned by the statutory sector.
  • Current Policy priorities e.g. Chronic Disease Management/ Self Management.- Raise awareness of the voluntary sector’s role in addressing the priority areas; support and promote integration of the voluntary sector in CDM services and self management initiatives. Facilitate the voluntary sector’s contribution and participation in service developments within these areas
  • Disadvantage Groups - Facilitate the engagement of disadvantaged communities and Communities First to ensure that the planning of services addresses the needs of these groups.
  • Research & Development - Support and promote Research and Development undertaken by the voluntary sector. Ensure voluntary sector’s involvement with the Local Needs assessment process.
  • Strategic Agenda - Contribute to the Strategic Agenda and support the implementation of the Health, Social Care and Wellbeing (HSCWB) Action Plan.
  • Public Health & Well being - Promote and support voluntary sector initiatives in public health and well being
  • Volunteering for Health & Social Care - Promote Volunteering for Health & Social Care initiatives across all sectors

A voice for the Voluntary Sector

The Gwynedd Health, Social Care & Well-being Network has been established as a mean to give a voice to groups and organisations of the voluntary sector who work within health and social care. The Network meets approximately three times per year and its main aim is to give voluntary/community groups opportunities to voice their opinions and exchange ideas etc with each other.
