Bethan Russell OwenBethan Russell Williams - Chief Officer

Originally from Llanbedrog, Bethan attended Llanbedrog Primary and Glan y Mor Secondary School , Pwllheli. She graduated twice from the University of Wales in Aberystwyth in both Welsh Language and Literature (BA) 1997 and Law  (LLB)  in 1989. She subsequently trained as a solicitor and has worked in the private, public and voluntary sectors in Wales over the past 20 years.

Now living in Dyffryn Nantlle with husband John her main interests include the outdoors. She has a particular passion for hill and mountain walking and successfully completed the 177 miles of Offa’s Dyke trail in 2011 in just 8 days. She also completed the London Marathon in the same year and on both occasions managed to raise substantial funding for Gwynedd Guide Dogs.

She is an active volunteer with the Gwynedd Guide Dogs Association and is passionate about the voluntary and community sector in Wales.

Mae swydd Delyth yn benodol yn arwain y tim datblygu a gwsanaethau, yn delio â ymholiadau grantiau amrywiol gan grwpiau gwirfoddol a chymunedol, gweinyddu a rheoli cronfeydd grantiau megis Cronfa Galluogi Gwynedd yn ogystal â gwaith datblygu gyda grwpiau.

Graddiodd o Brifysgol Cymru Bangor yn 2003 gyda gradd gyd-anrhydedd yn y Gymraeg a Cherddoriaeth. Tra’n gweithio fel Swyddog Datblygu cafodd Delyth ei hethol ar Fwrdd Celfyddydau Gwirfoddol Cymru ac yn aelod o Grwp Cyswllt y sector wirfoddol. Mae Delyth yn Llywydd Urdd Gobaith Cymru 2008-09 ac yn ei hamser sbâr (prin!) mae hi’n gwirfoddoli gyda sawl mudiad yn lleol.

Medwyn joined Mantell in September 2009 to the post of Third Sector

Born and still living in Dyffryn Ogwen, Medwyn has years of experience
of working within the Health Service having started his career at t he
old C&A Hospital in Bangor before moving in 1984 to Ysbyty Gwynedd.

Medwyn has been a Lifelong Learning Coordinator for Gwynedd Council and a Community Officer for Coleg Menai, he also has many years experience of working with voluntary and community organisations.


Children and Young People’s Team


Carwyn James Humphreys –  Children and Young People’s Facilitator

Carwyn Humphreys joined the Mantell Gwynedd team in August 2010 as a successor to the post of Children and Young People’s Facilitator. The role will continue to provide support, be a voice for the Third Sector and facilitate the liason between the Sector and the Gwynedd Children and Young People’s Partnership.  In addition, Carwyn will still be providing support  and organise the Children and Young People’s Network meetings for organisations who work in the field. Another aspect of the role is to provide training and share relevant information with these organisations.

Carwyn graduated from Bangor University in 2008 where he gained a joint honours degree in Modern Foreign Languages. He went on to pursue the PGCE course in 2009/2010 where he completed his training as secondary teacher.  He brings to the post numerous experiences in the field of children and young people as he was an active member of his local youth forum that later saw him representing  the young people of Gwynedd on Funky Dragon ( The Children and Young People’s Assemby in Wales).  This gave him the utmost opportunity represent Wales on UK level at the UKYP ( United Kingdom Youth Parliament) residential back in 2002.  He attended numerous Gwynedd Children and Young People’s Partnership meetings representing the youth of the county and he has  also been working for the youth service and the Clywed project, all at secondary school and early during his student time at Bangor.

Carwyn mainly enjoys keeping fit, listening and visiting musical festivals and traveling.


Finance and Administration Team


Ceren Williams - Deputy Chief Officer and Head of Finance and Operations Team

Ceren joined Mantell Gwynedd in 2001, having worked for 9 years with Cyfle Cyf, the registered charity which provides training for the TV and Film Industry in Wales, funded by European and S4C funds. Ceren began her career in the 80’s looking after the finances of Antur Ieuenctid Gwynedd, a youth opportunities scheme, funded by the MSC.

Ceren is a member of the Association of Accounting Technicians, and attained NVQ level 4 in Accounting whilst studying at Llandrillo College.

She has over 20 years experience of working in charity finance. She is experienced in dealing with European, public and National Assembly funds.


Bronwen Rowlands - Administrative Officer

Bronwen’s career started with the Gwynedd Rural Council in 1977. She was appointed as Clerk/Typist for their office in Dolgellau and was in the post for seven years.

In 1992 she was appointed as Administrative Officer again with the Gwynedd Rural Council at their Dolgellau office and was in the post until March 1997. During this time Gwynedd Rural Council was re-named as Gwynedd Voluntary Services.

Following the re-organisation of Local Government, Gwynedd Voluntary Services changed its name again to Mantell Gwynedd in April 1997. The full time post of Administrative Officer moved to Caernarfon, and this post was offered to her.


Ellen ap Dafydd – Administrative Assistant

- 3 days – Monday, Wednesday, Friday

Ellen was appointed Administration Assistant for the Mantell Gwynedd Dolgellau office in April 2010.

Before this Ellen worked for Gwynedd Council after completing an NVQ Level 3 bilingual course in Business Administration at Meirion-Dwyfor College in Dolgellau.  In 2001 she was appointed Administration Assistant at the Y Lawnt Office in Dolgellau. 

During the 8 years she has worked for Gwynedd Council Ellen has had a variety of posts which include:

Transitional Housing Benefit Scheme – Submitting applications for Supporting People funding on behalf of individuals in order to enable them to live independently with support.

Adult Placement Scheme – A scheme which recruits and supports families who wish to offer a service within their home to a vulnerable adult who needs support to live a full and independent life within the community.

Telecare Scheme – A scheme which provides equipment installed within the home which enables the resident to call for assistance if an emergency/problem occurs.

Ellen was born in Trawsfynydd and following periods of living in different areas she has now moved back to Trawsfynydd.


Tracy Lynne Rotheram - Administrative Assistant

Tracy was appointed as an Administration Assistant for the Consumer Department in May 2002, following the completion of an NVQ 2 in Business and Administration course at Coleg Menai.  After the Consumer Unit came to an end in March 2006, she moved on to work as an administrator for the Grants and Support Unit, Health and Social Care Unit and the Volunteer Centre.  She is currently studying Business and Administration at NVQ 3 level. 

Tracy enjoys spending her free time reading, gardening, caravanning and card making.  She is also secretary of a her local community group.


Tayera Khan - Reception

Tayera was born in Bangor and brought up in Caernarfon and has lived here ever since. She is fluent in four languages Welsh, English, Pashto and Urdu

She has over 14 years of experience in the Admin area. In 1995 she worked in a firm of Solicitors in Caernarfon as Secretary/Receptionist and was in employment until August 2008 where she went on maternity leave to have her second child. After two years of raising her children she went back to work. She was temporarily employed by Mantell Gwynedd in June 2011 and in September 2011 she joined as a part time Receptionist.

Tayera has gained qualifications in NVQ 2 and 3 in Business Administration – Gwynedd Training and Arfon Dwyfor Centre.

Tayera enjoys travelling abroad and enjoys being a mother. She also likes reading and listening to music.

Volunteer Centre Team


Rhianon Jones – Volunteering Co-ordinator
Office – Caernarfon
Work Hours –
Part time – 25 hours a week - Monday, Tuesday, Wednesday morning and Thursday.

Originally form the Conwy Valley. After graduating in Pure Mathematics in the University College of Wales, Aberystwyth, Rhianon worked as a Mathematics teacher in Ysgol Dyffryn Nantlle, Penygroes for nearly 10 years. Following a period at home raising a family, she became involved with various local voluntary organisations. She joined the Volunteering Team at Mantell Gwynedd in February 2001, initially as an outreach officer, and moved on to her present post in July 2001. As part of her work, she is responsible for giving information to individuals who are interested in volunteering; keeping contact with organisations that need volunteers to help with their work and promote volunteering in general. As the ‘Volunteer Co-ordinator’, she is responsible for the Gwynedd Volunteering Bureau’s Team.



 Iola Till – Volunteering Officer

Iola has worked in the Gwynedd Volunteering Centre since 2001 and during that time has met many interesting people, all enthusiastic about volunteering. Her main work is giving individuals information about volunteering opportunities that are available in Gwynedd and to promote volunteering in general with organisations and the public.
Iola has volunteered herself with many organisations, and is now a representative on the Beddgelert Community Council and a member of Cwmni Gwynant Cyf.  Cwmni Gwynant was formed in 2001 to buy Capel Bethania, Nantgwynant when it closed as a place of worship. The chapel has now been renovated as a cafe and is a valuable resource to local residents and visitors to the area. Call by for a cup of tea and cake!



Ann Angharad Fleming – Volunteering Officer

Ann joined the Gwynedd Volunteering Centre team in January 2003. The nature of her role with the Gwynedd Volunteering Centre is to promote volunteering generally – her main responsibility being for Merionnydd.

Ann produces information about volunteering opportunities for the public, recruits volunteers and places people with appropriate organisations. She is also available to visit groups and give talks about her work.

She comes from a nursing background which developed into the field of health promotion, and in 1990 she ventured into the field of business in her home town of Tywyn where she opened a restaurant known as Healthy Eating. As a result of her venture she continues to promote health voluntarily through sharing her knowledge and experience with others and is glad of every opportunity to do so.


Mirain Roberts - Youth Volunteering Officer

Mirain joined the staff at Mantell Gwynedd at the end of April 2007. Her role is to promote volunteering amongst young people and to give them information about volunteering opportunities in Gwynedd. Although Mirain is available to deal with all volunteering enquiries, her main focus is to promote volunteering amongst young people.

Mirain will also be available outside office hours to visit organisation’s and groups of young people.

One of Mirain’s main interests is singing with her local choir ‘Lleisiau’r Mignedd’. Also in her spare time she enjoys working with groups of young people in her local area to develop community projects.


Health & Social Care


Sioned Llwyd Larsen – Health and Social Care Facilitator

Sioned was appointed to this post in September 2004 under the Building Strong Bridges initiative initiated by the Welsh Assembly.

Sioned has worked in various posts within the voluntary and statutory sector over the years including the following - teaching adults in further education, partnership development manager, research and development work, just to mention a few.

Brought up in Parc near Bala, she has a good understanding of the needs of the county. She is very interested in health & well-being related issues and has seen from personal experience the benefit of lifestyle changes she has made over the last few years.
